My seat was lower, and the upper seat was empty, but I don't know which passenger placed their bag on it. Twice, the bag fell onto my leg, causing a minor injury. I believe passengers should not place their belongings there; it's the responsibility of the bus staff to manage this. That's why I gave 3 stars out of 5. Everything else was fine.
